S3 API Lifecycle Rules

Just a small query, does anyone know the frequency at which the system scans objects and applies lifecycle rules against them?

Additionally, and I don't believe there is based on my understanding of S3 proper, is there a way to exclude folders (non-FS enabled buckets)?
