Latitude c640 lockup

I have a Latitude c640 as the topic states that will randomly lock up. It will lock up attempting to get into Windows (boot screen), at the user selection screen, when you're actually inside. Just about wherever. There is no set time that the computer locks up, its more than less random as you can tell.
I have ran Dell diagnostics on the hardware and even MEMTest to make sure the memory didn't have anything to do with it. All tests passed 100%. So this would leave me to believe its a OS issue or software related. As well as I've gone into Safe Mode and stopped all startup processes and ran Windows Updates. Computer still locks up when its not in Safe Mode.
Any suggestions?
