About the only option will be to look on EBay or a similar site for someone selling the same model (perhaps not operating) so you can salvage the part you need.  Dell does not sell repair parts for monitors, and given that brand new 20" monitors sell for well under $100, it's not worth a major investment of time or money to repair this one.
