Cannot connect to any wireless networks in range

Hi, I'm having trouble connecting to my wireless network. I have an inspiron 530 with Vista Business 32 bit, and in the past have used an ethernet cable to connect to the internet. My desktop has wireless capabilities, and I have recently needed to rely only on the wireless. Unfortunately, I am not able to do so (Although I have been able to connect in the past). I have a dell truemobile 1300 mpci, and using the wireless configuration utility in the control panel (NOT the wireless zero configuration aka WLAN autoconfig utility when you click on the bars/computer with a cord icon in the toolbar), I can see that it is picking up all the wireless networks in range of my computer. The wireless configuration utility can even show the type of network it is, what channel it is on, etc. Removing the antenna immediately causes the computer to no longer pick up the networks, so I KNOW it's not a hardware issue.

The main problem is that although my hardware is picking up the wireless, the Network and Sharing Center does not show any wireless networks in range. Therefore, I am unable to manually connect to the internet. I have no idea why it's not allowing me to connect, so any help would be great!

P. S. I have all drivers installed. As far as I can tell. I retried using the drivers and utilities disc and I have the compatible software on my computer.
