wireless router as access point?

I've been experimenting with a Belkin router just to learn.
I note that one of the settings is "use as access point only".
What does this mean, and when would you use it this way?
Doesn't the router have to issue an IP to a wireless client?
I'd like to configure the router as an "access point" just to learn
how it's done. Can anyone outline the steps to do this?

router = Belkin f5d6231-4 802.11B wireless router.
