I am trying to run the Dell Command | Configure on some Optiplex desktops and this is what I get when I run the .exe.

If I run the command prompt CCTK.exe this is what I get. How do I fix it??

This is what worked for me. I believe this has been happening on newer Dells for years. I went to Device Manager, and under System devices, I uninstalled device "Microsoft System Management BIOS Driver". It won't come back with "Scan for hardware changes", but only after a reboot. Then also I uninstalled all 10 "Microsoft Windows Management Interface for ACPI" devices that I have. After a reboot, all the devices come back, and cctk begins working. Also bios updates now work (no more "Error: Unable to find OS Protocol Access interface.") , and the DellBIOSProvider powershell module works (no more "A drive with the name 'DellSmbios' does not exist."). It probably happens more often with a premade sysprepped image.

CCTK is now Dell Command | Configure and is a part of the Dell Client Command Suite. Click HERE to go to the new page.
Dell Command | Configure 4.0 or later requires platforms supporting WMI-ACPI BIOS.
The error is VERY specific.
