Dell Latitude E7470 won't turn on 3 blinking light

Question

my pc won't turn on a week ago 3 alternative blinking light white and orange but after more than 20times it can be opend but it work again if i close the screen to make pc in hibernate but when i shutdown or restart it does the same again 3 blinking flashs and this is a video https://www.youtube.com/watch?v=g3rkPv-hqiY https://www.youtube.com/watch?v=Gc9yJlmz4xk

hank you sir i solve it the problem i see was the BIOS i download the last one and rename it to BIOS_IMG.rcv and put it while power off then click on ESC + Ctrl then plug AC Cord and its work the updating firmware launching with red text Do not power down your systeme thank you :)
