Computer shuts dwon

I got the following message when opening my computer :
 
A problem has been detected and Windows has been shut down to prevent damage to your computer. Disable or Remove any newly installed hardware or software. Disable BIOS memory options such as caching or shadowing.  You need to use safe mode to remove or disable components, restart the computer, press F8 to select Advanced startup option and then select safe Mode.  Techn. Information 0x00008086
 
Any feedback of what causes this shutdown and how to correct it is appreciated.

    Run the diagnostics on the computer by turning off the computer. Fn+Power button . Once after the test are completed you will get the option for the test system and select the option custom test and double click on the Hard Drive.

    If any error are found by this process then need to replace the hard drive in the computer. If no then reinstall the OS in the computer. http://tech.atjolie.com/ and download the file BOOT_DSR.EXE and run the file the computer will reset to the day 1 from how u received from dell.. ***BY DOING THIS ALL THE FILES IN THE HARD DRIVE WILL BE DELETED****BE CAUTION****
