Is there a program to blocklist Executables

Is ther a program that can let you add names of .exe,.com,.scr etc to a blacklist so that they are never allow to open. this way we can stop spyware/adware before they even install them selfs

Don't know if such software exists, but in XP you could just set up the users' account so they don't have permission to install new software. In that case only the (password protected) Administrator account will be able to install software.

I think that's what the new Vista OS does.

If you PC has DEP (data execution protection) then you can turn it on then you can add allowed programs to the list, therefore blocking any others that want to run.
 
Go here and download "SecurAble" and run it to see if your system has D.E.P.
 
Or do a properties on My Computer, go to the Advanced Tab and then the Performance button, then see if there is a data execution prevention tab. If it is there, then tick the radio button "turn on DEP for all programs and services except those I select"  then add your allowed programs to the list.
 
This is also great for preventing malware from running on your pc.
 
If you do not have this then RoHe's advice is the best answer for you.
