im having alot of prombles with my computer it running slow lots of pop up and error msg at this time is it best to reinstall the windows xp systems

Yes, if it's really bad I would. You can try to remove spyware/viruses with software but usually they don't get them all if you have a bad infection and your computer would never be the same.

If your dell is newer than July 15th, 2004 you can use the Dell Restore feature

If it's a Dell computer which I'm assuming you can contact them, and ask for a Windows xp cd.  Another post said that the Dell chat was an easy way to talk with someone at Dell and get a cd so you try that here:   http://support.dell.com/support/topics/global.aspx/support/en/chat?c=us&cs=19&l=en&s=dhs
