I used these instructions: http://www.helpwithwindows.com/WindowsXP/winxp-sp2-bootcd.html
I used the "OPERATING SYSTEM, Reinstallation CD, Microsoft Windows XP Home Edition, Including Service Pack 1" provided with my Dell Dimension 4550.
I used the label: WXHOEM_EN
I didn't get a single error throughout.
The CD drive is indeed set as the primary boot drive in the setup, but it boots from the hard drive anyways.
When I select the CD drive from the F12 menu, it loads for a bit then says "Strike F1 to retry, or F2 for setup menu"

I had this same error when I was trying to make a bootable CD for Dell Diagnostics [which requires DOS and won't run in WIndows]. So I'd say your CD isn't bootable, for whatever reason. [In my case, it was just not being focused. I finally got it to work right after I hollered for help.]With that thought in mind, did you read this at the URL you gave, under "Creating a Bootable CD":
"Next, start Nero Burning ROM, and choose CD-ROM (Boot) in the New Compilation window. On the Boot tab, select Image file under Source of boot image data, and browse to the location of the Microsoft Corporation.img file. Also enable Expert Settings, choosing No Emulation, and changing the Number of loaded sectors to 4 (otherwise it won't boot!)"
...and this:
"If you have an older version of Nero you won't have the option
Do Not Add ";1" ISO file version extention under
Relax ISO Restrictions. You won't be able to boot your new CD, so update Nero!"
When I boot from the CD, I get a black screen wih a blinking "_" at the top right, the CD spins for a couple of seconds, then it boots from the hard drive.
Well, what if you boot to an xp dos floppy and run setup from there? Assuming it's possible.
I'd be tempted to cuss, start completely over using the freeware from start to finish, curse while taking notes, then swear, try it and prepare to befoul the air.

This page has links to instructions for creating bootable slipstream CDs using both Nero and Easy CD Creator.
