AppSync: AppSync Plugin causes Windows devices to not come online
Summary: After a reboot, Windows non-clustered devices were not coming online when using PowerShell to online the devices. Coincidentally, the AppSync plugin was recently installed.

Symptoms
Note: The symptoms are unrelated to AppSync, and Microsoft should be engaged for definitive information.
However following a reboot, Windows non-clustered devices were not coming online if originally brought online using Powershell script.
The following was observed:
Using Disk Manager to online devices, Partmgr Attribute field was found to be "0".
However when Powershell is used, Partmgr Attribute field was found to be "3"
Note: partmgr can be found here in the registry:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Enum\SCSI\<device>\<instance>\Device Parameters\Partmgr
Field named Attribute of type REG_DWORD
The above provides what was observed as symptoms for this non-AppSync issue that coincidentally occurred following the install of the AppSync plugin.

Engage Microsoft for the official cause, however Windows is considered to be working as designed.
Resolution
Engage Microsoft for a definitive resolution.
