Cause

This is expected behavior for the OptiPlex 3080 and 3090 MFF computers.

Resolution

Normal Fan Behavior

This is expected behavior. The fan spins at 1800 RPM at idle and is expected. The fan protects the computer from overheating. The acoustics of the fan is also within specifications.
