Дивлячись на журнали papi, звіти EULA не викликаються під час створення облікового запису за допомогою інтерфейсу користувача:

Cause

Це відома проблема з версіями OneFS 9.4.0.0, 9.4.0.16 і 9.5.0.6 під час створення облікового запису Cloudpool за допомогою WebUI. WebUI не приймає угоди EULA під час створення облікового запису Cloudpools, і обліковий запис Cloudpool можна створити лише за допомогою CLI. Проблему вирішено у версії 9.5.0.7.

Resolution

Щоб вирішити проблему, потрібно створити обліковий запис cloudpool за допомогою CLI: 
isi cloud accounts create --name=<> --type=azure --uri=<> --account-username=<> --key=<>
