What version of AW-CC are you trying to install? AW-CC should be the very last driver/app-suite you install because it has to lay-down on top of everything else that is supposedly already working.
Yes passes epsa test. I already installed all drivers. I am trying to install version 4.8, i tried also with 4.0 , same result.
Without putting command center the computer works perfectly , i tried games all worked, but as soon as i install command center and reboot ,i get windows loading screen freeze , with the above mentioned error

That sounds about right.
Maybe someone will chime-in on what version they are actually running on their Area51-R2 (with current Windows-10 64bit).
If this is a completely new and clean Windows install (as that link shows) ... and it's still doing this ... my guess would be a hardware problem. Maybe that is why it was so cheap? What doesn't work (other than the lights) if you leave it uninstalled ?
Yes , it is a clean instalation , everything works perfectly . i tested my cpu several times ,and i played a ton of games ,everything works. The single thing that bothers me is that i can't change the light color after restart.
In short, everything work flawless except the Alienware CC problem.
Also when i install the Alienware CC, before restarting, i can run and use Alienware CC without any problem. As soon as first restart, it freeze and i have to clean install again or use a restore point.
I forgot to mention that i bought it with bios version A03 and far as i remember i had few restarts with Alienware CC installed. After updating to latest bios A13, this problem started to occur.
It wasn't so cheap. It was bought from a company with 6 month warranty and it was part of job lot (as far as i understood)

Too bad Area51-R2 doesn't include a version of ePSA-Diagnostics that properly tests MIO-Board hardware (like the old machines had). It sure helped with trouble-shooting.
@rares22iunie hey got the same problem here but with Bios A14. I recently clean installed windows and when I install Alienware CC windows freezes in loading screen :/ and start rebooting. With Bios A02 It was running perfectly fine.
I was trying the latest one from Dell's product support , not sure what Windows Reliability Report is or where to find it. However, I just downloaded and older version of Alienware CC and it's working fine
