you are looking at a ram not validated by Dell. spec 

  • DDR4 3000 (PC4 24000)
  • Timing 16-18-18-38
  • CAS Latency 16
  • Voltage 1.35V

It will probably be down clocked by Dell bios and run at speed slower than 3000, because Dell bios may not like to apply 1.35V to ram it does not know well. default Dell ram voltage is 1.2V.  Anything 1.35v is basically a factory overclocked stick. 1.2v is the standard operating voltage.
