Dell would not sell you that computer if it didn't work. 

3400HM is a special configuration of ram in certain slots.

Check the manual  Pg 46.

XMP 3400 MHz was very recently added with the bios 1.08   Fixes & Enhancements
- Enhanced the overclocking performance of the AMD Ryzen 9 3900XT, AMD Ryzen 7 3800XT, and AMD Ryzen 5 3600XT processors.
- Enhanced the maximum size of the slots to 32 GB for XMP memory modules with the frequency 3400 MHz.

When the R10 was released it only supported (or was validated) up to 3200 mhz. The R10 has been around a while, it's not unusual, pretty common actually, for the supported ram speed to increase with the age of the PC in the first year or two after release (whether officially like here or unofficially as reported on this forum or others).  Then basically hit a wall as newer gen tech comes out.
