No i was wrong, just looked inside and it's air cooled! The room temp. is 22c

Then this was a manufacturing or config error by Dell.  This should have been liquid cooled.  I'm pretty sure the 105 TDP exceeds the rated specs of the tiny oem air cooler.

Also if you look at Dell's sales page and select 3900x it says this processor requires a 

"Liquid Cooled Power Supply/Chassis"

And will not let you purchase it with air cooling

Look up your pc spces on Dell's website by entering your service tag to pull up warranty info (but don't post your tag number on here).  Or check your order confirmatiin.  Check to make sure your system order info doesn't reflect liquid cooling because Dell doesn't even offer this cpu ryzen 9, 3900x for sale without liquid cooling.  That was likely either done in error on the sales page or during assembly. I highly doubt a repaste will fix this.  The problem is the heatsink isn't designed to handle this much heat.

A Dell engineer is coming Onsite to replace the thermal grease this week. I believe the system would come with liquid cooling as shown on the Dell website, but was wrong! Today the CPU got to 94.99c with a load of 7%, not a computer expert but can't be right!!! Turned it off and will wait for the engineer.

Let's all wait for the Dell engineer to do his/ her job. I suspect it's the thermal grease after having once experienced no-contact between heatshink and IHS.

Ah, ops, I don't know why I was thinking x.  Yeah I guess they do offer that one with air cooling.

The CPU is the 3900 (without the X). When purchased there was no option for liquid cooled! So Dell obviously thought it did not require one.

Ok, keep us posted. The Dell technician servicing my area gives a courtesy phone call/ text message when heading out to my place. If you don't get any notification from Dell that a technician is headed your way by Thursday evening/ Friday morning, best contact their support again to confirm the appointment.

Yeah I didn't even know that amd sold the 3900 with a non-x version until it was highlighted above. Still can't imagine successfully doing any oc with the mini air cooler though.

Update: The technician renewed the thermal grease and the CPU temperature still got up to 94.4c. Coming back next week with a new CPU and fan. Asked for a liquid cooled unit, but he was struggling to find the part number to order! Have to wait until next week to see what he brings back, I'm not holding my breath!
