this is normal because bios (UEFI) finds only one UEFI boot file in one of your storage files therefore it lists it as Windows boot manager.  The network boot options are irrelevant they do not help you or prevent you one way or the other.  You want to see a different boot device. For that device to show up in boot priority, it has to contain UEFI bootable files.  Are you trying to boot from a media such as usb to reinstall OS?  If so, try prepare installation media on the usb by using Microsoft media creation tool.  This tool will make the usb bootable and contain the UEFI files that pc bios looks for.

Yes because the OS on that old hdd might have been installed via legacy bios on another old pc, therefore incompatible with Aurora UEFI bios.  You can try enter R10 bios and Load Legacy OPROM.  Save changes. Exit bios.  Restart.  Does that change the boot device priority?

R10 BIOS BIOS has option to load legacy rom.  try that to see if it will let you boot from old drive partitioned in MBR.  when legacy option is loaded, you can press F12 to choose which device to boot from.

I was notified that the computer is actually an R11, the intel variant. I apologize, as this is not my main computer that we're working on. I don't see any Legacy ROM options in the R11 BIOS, is this something the R11 is also capable of? The solution you suggested seems very likely to fix the issue.

Trying to boot from a hard drive that already has files and Windows on it. It was used for years on a different computer. Does this change anything?

Yes, the first thing that needs to be known is what Operating System is on the hard drive?

Secondly, what partition style was used.

Thirdly, is it part of a RAID setup or regular AHCI access mode?

R11 bios does not have legacy rom support.  It is 100% UEFI.
