You'll have to ask them about upgrade sales, but the 3080 will be available with the Aurora:

1. Dell does not sell a PC upgrade service. You would have to do the video card upgrade or find a local technician.
2. A "refresh" is normally an updated model version with different BIOS and specifications. That does not mean that the previous version will do everything that the refreshed version can do.

At this point, if Dell is able to come up with an Aurora with RTX 3080 and get it into the hands of buyers before late October, everyone will be clamoring over buying the system. Better put in some good measures to prevent bots from clearing out your inventory lest you see 6-digit bids for on big auction site.

The 3080 FE is a tad too long to fit in the current systems. (without moving the front fan forward).  And the 3-fan models are WAY too big to fit at all.

However, Dell has just listed the 3080 as an option for the R11 with shipping around end of Oct:

No extra details.  They must have a custom/shorter card in the works?

Thoughts on if they will offer the 3080 for sale for upgrades??

Me... I'm waiting for the supposed 3070 TI 16GB release in ..... ?early next year?

Earlier today they had the $2490 config with RTX 3080. Almost pulled the trigger but now it's gone and they force you to get the maxed out config :(. 

They did tell me it have a PNY card .
