Aurora R12, RTX 3070, low performance/utilization

I bought a new Alienware Aurora R12 from Best Buy 5 months ago in July of 2021. It was a major step up from my last computer, that had an i5 with an integrated UHD 620. I had very little problems at all with anything. Alienware made everything super easy to figure out how to control the RGB, Fans, etc.  

Problems didn't start happening until around the start of November of that same year. I bought Mafia 2: Definitive Edition and decided to play the Classic version, as it came with the purchase. Anyway, I played for 5 hours straight with all my fans at 50% on accident. The next day I started up the Definitive Edition and was faced with minor lag spikes, around 20fps dropped from 60fps so between 40-60. It made me a little irritated considering I spent a fortune on this computer. I later played Sea of Thieves with some friends, a game that usually ran at a smooth 60FPS on Mythical Settings, and the game was lagging, around 55-60fps. This problem persisted in every single game that I own: Sea of Thieves, Assassins Creed Odyssey, CS:GO, Dead by Daylight, Destiny 2, ES4 Oblivion, ESOnline, Garry's Mod, GTA 4, Halo MCC, Mafia 2, Phasmophobia, Civilization 6, and even Terraria, for christ sake.
The problem has only gotten worse over time, Halo MCC that used to run at 120fps started playing at 70-120fps but now it plays at 40-118fps

What I've tried:
-Updated Windows / Drivers / BIOS / Chipsets / etc.
-Used DDU many times

-Went to Geek Squad and other 3rd party shops (to have them physically inspect and nothing is wrong)

-Completely reinstalled Windows many times (and upgraded to Windows 11 then downgraded back)
-'Sanitized' SSD and HDD then reinstalled Windows via external HDD
-Tried every Game Ready Driver from October 2020 to most recent, as well as the most recent Studio Driver
-Called Dell Tech Support, had a Remote Session and setup an 'on-site' repair, getting a brand new RTX 3070 installed, under warranty, yet it didn't resolve the issue.
-Used multiple Benchmark tests with all of them passing
-Playing at Lower Settings with a Lower Resolution with the same results
*ALL games play the same, no matter the settings. It just lags more consistently when I turn the settings up.*

I have seen a lot of people with my same issue on MANY different forums, I have had many professionals look at my PC inside and out. I have truly exhausted all my options for restoring my game performance to its original glory, it was a good 3-4 months but at this point I'm either going to build a new computer using these parts once I can get a new motherboard, or I will sell it pieces as I can get good money for an RTX 3070 and 11th gen i-7 11700F and I don't want to mess someone over, as I have reinstalled Windows many times I feel it would persist with someone else.

I just don’t understand how, after 3-4 months of using the EXACT same set up, my game performance would just suddenly drop. I don’t have the money to get a new $300+ monitor, I just spent over $2,000 on this computer less than 6 months ago. I’ve done everything that everyone has suggested but I’ve only seen a decrease in FPS stability. The FPS is never at a solid 60, I’ve just started not to care as much on games such as Garrys Mod and Sea of Thieves as it stays around 50-60fps for the most part. But the rest have been rendered unplayable.

I’ve updated literally everything on my computer using this website, a driver booster, GeForce experience, and simply downloading everything off their individual manufacturers websites. The fact you bring that up actually makes me think you haven’t read everything I’ve said here. Stop wasting my time with your back-tracking responses, please. I’m not stupid, I’ve read MANY different forums trying to solve this problem, I’ve even tried using every driver from version 457.51 to the most recent one that came out literally 10 days ago and I installed each one individually using DDU as well as stacking them without uninstalling the previous version. The last driver to work correctly was version 461.37 which isn’t labeled as such anywhere but I managed to find it, I have the latest Game Ready Driver on top of 461.37 and that made games actually playable.

I started this thread to try to acutely describe my problem with my specs and everything provided, I’m sorry for being rude but I’m fed up with this. I’ve been trying to solve this for 2 months and my only option left is to get rid of it…

With that attitude no one is going to help you. For starters, I said updates and driver CHANGES, as in as you update drivers things change and performance can regress. We are done here

Download afterburner and play some games and report back what your average clock speeds and power utilization are. You're using an 11700F which has a base of 2.50ghz and a max of 4.9ghz. Report your cpu frequency during gaming as well, always an off chance that your cpu is clocking low and causing fps drops

I wonder, have you tried disabling power throttling via Regedit and going to device manager and disabling windows HPET(High precision event timer) ? Those are two things I always do as HPET can cause performance issues and Power throttling is not necessary for a desktop unless you truly like having windows sometimes aggressively conserve power for no reason. I also always change the values of display management in registry as well so graphics and display processing always has a high value. These help me gain a good performance lift and frame stability, I also run ISLC(intelligent standby list cleaner) it auto cleans your standby ram and runs in the background but I use it for the windows timing settings as it changes the timing to 0.5 instead of windows sometimes crazy 15 setting which again can have strange performance issues. These again are all just things I do but maybe would work for you

I have tried disabling HPET, disabled power throttling and set the display value in the Registry Editor with minimal success. I also have Driver Booster 9.1 Pro clean up extra RAM for me. I was able to play Halo MCC at 1920x1080 60Hz at 60FPS for 30 minutes and here are the results I found on MSI AfterBurner. I also noticed a few weird fluctuations in only some of the CPU Cores, I don't know if they are normal so, I posted them here.

Hmm, power usage is fairly low but it's at least straight lined. Your usage and clocks however are all over the place with some huge dips. On my 11600KF my clocks stay at 4.78ghz-4.88ghz and I never dip like that on charts at all, makes me think that might be one of your main problems. However you said you aren't thermal throttling at all right?

That looks like CPU throttling because the frequency drops well below what it should be. Either that or there is a CPU issue.

It is hard to say without the lines to align them up, but it looks like each time a CPU core boost up the frequency drops dramatically.

Can you run Prime 95 "Blend" and get a new set of graphics? Each core should be flat at 100%

I set the fans to run pretty fast using the AWCC. They have a top speed of 5000rpm and usually run less than 30% most of the time on the 'Performance' pre-set. After setting up my fan controls again I tried playing GMOD for a while and got these temps: 50 C - MIN, 84 C - MAX, 67 C - AVERAGE

For sure, something going on with his CPU. However he's only hitting 84c max and 67c average which isn't in the thermal throttle threshold. His power usage for the CPU is fairly low though, even for an F series with a TDP of 65w it looks like he rarely 75% of power percentage and averaging 40watts on it

tbh, I started noticing issues after bringing it back from my friends house. I was driving on the freeway at bout 50 mph when a truck nearly rammed me off the road, I hit a curb and 2 wheeled for about 20 seconds. My computer was actually in the back seat of my car when that happened and ever since around that time I started noticing FPS issues. Perhaps that large jolt caused something in the cores and/or something else to break? Causing these weird CPU fluctuations?
