Hopefully the gentlemen instrumental in getting the fixes into version 1.2.1 will respond. I’m personally not in a position to test either bios versions.
I'm using it now for a few hours. Doesn't appear to offer any updated or additional options in the BIOS.
Gaming wise, without third-party software, it's doing well. Using AWCC overclock profiles, P-cores can hit 5.3GHz, while briefly, it still does well. E-cores are holding between 3.9-4.0GHz.
No thermal or performance throttling while gaming.

Single Pass - 26817
10 min test - 24725 power throttle after 1min 30 sec
Custom Throttle Stop Config - OC disabled in BIOS
Single pass - 28106
10 min test - 27295 power throttle after 7min 25sec
With the 1.2.1 BIOS I ran the same tests, same custom settings. Didn't have power throttling issues. Score was higher at 27606. Single pass was 28037.
It would be nice if they mentioned what the stability issues that needed to be addressed. Short of new features being added, the rule of thumb is to not update a BIOS if you're not having issues with what you're on already.
Since there aren't any new features that I'm aware of, and no performance increases, I'm sticking with the 1.2.1 release.
I just went from 1.0.12 to 1.2.1 as its been stable for 2 months and also fixes major mobo features (even though there is no mention in the description). During the 1.2.1 install I noticed several firmware components being updated, are you sure your rollback also downgraded all the components? For me, all benchmarks and temps are about the same between 1.0.12 and 1.2.1. I will be waiting a bit to see if I try 1.3.1, or for further information that it has any beneficial changes.

So, does this new bios (1.3.1) retain the pcie x4 and oc fixes that were in version 1.2.1?

As Far as I can tell the PCIE x4 slot fix has carried over since my elgato card detected the hdmi feed through obs just fine
