Aurora R7, Windows 10-1909 rearranges desktop icons on restart

Ever since my PC updated to 1909, my desktop icons get re-arranged on every restart.  

I've tried: 

1. Under desktop icon settings, unchecking the box to allow themes to move icons (that stopped the icons on my left side of the screen from moving, but the ones on the right side of the screen still move). 

2.  Deleting my iconcache file, and rearranging the icons, no effect. 

3.  Aligning icons to grid, no effect. 

Has anyone else encountered this, or know of a solution?

Ah, thanks, but luckily I didn't need to download a program to save my icon position. 

I found another solution.  No idea WHY it works ... except that I think there must be a bug.  When I change my icon size from "small icons" to "medium icons," Windows will remember where I left all of the icons.  As soon as a change the icon size back to small icons, it forgets the location again.  So the solution for me was to change the icon size to medium icons.  The difference in screen appearance is minimal, so good enough for me.
