So I tried replacing the cmos Battery again with another new one, left the pc unplugged held power with the battery out for 20 seconds, retried and same thing. After that I went back and checked my ram and graphics card and they are all tightly on their spots. Nothing appears to make any change and the computer still won’t turn on all the way

All OEM parts, no upgrades, and yes it was unplugged from the wall and is in the same direction

Is it all stock OEM parts or have you done any upgrades?
When you replaced the cmos battery did you unplug the pc from the wall and put the new one back in the same direction?
