I also have had the same issue and have spent countless hours trying to fix the issue by following the instructions on their website and time on the phone with their agents (6 hours last time) and still NO FIX.
Wow I have had this issue some myself. I had the Command center downloading the occ controls every time it opened and that got fixed with tech help and then I had the command center lock up and then start showing this error and they reinstalled it again and it was fixed again. I was told they have had some issues with this software and other updates impacting it and were working on fixes.
Dell is most likely trying to get the new legendary accessories to work correctly. And it’s probably causing issues. The new mouse, keyboard, and monitor release on the 3rd of October. I have had a lot of problems with AWCC with r8. Specifically the mouse light not syncing, and AWCC taking forever to load. Hopefully the r9 doesn’t have the same issues syncing with the new accessories.
It is currently being studied by our software engineering department, but it is worth checking if there's any relation between the Windows UAC and the AlienFX not working upon installation.
It's nice to know this is actually being looked into. This is literally the first time Iv'e seen this issue acknowledged by Dell or Alienware. Yeah you've got mods and stuff responding with suggestions to solve issues, but no one actually saying the FX issue is being looked into
I have a R9.. Yes we do have the same issues - Brought the PC 2 days ago, few issues with updates and having to run services as admin to enable certain apps.. but so far the most annoying has been nVidea drivers not installing says graphic card update failed. And Alienware Command Centre. update for AWCC didn't want to apply, eventually got it working, now like stated above shows AlienFX not detected (no keyboard or mouse yet - I have razer accessories being delivered in about 3 hours) it wont let me customise my desktop lighting, tried repair / reset / restart. If it doesn't fix itself by tonight ill uninstall and reinstall

Followed this person's instructions and installed again. Working for now.

I have the R9 and it definitly has issues. Command center already not working righta and I've had the PC for 4 days. 3,600$. Come on Dell!!!!
