There are a few things you can do.  

 Right click the desktop area and see if you can access the nvidia control panel that way.

If it still won't open. Do a search on cortana to see if you have the Geforce Experience installed (a companion to the control panel) If it's there it will likely ask you to create an account with Nvidia as it saves game profiles and such but does give access to the control panel and update features as well. 

If none of that works. go to Nvidia.com and download the latest driver package.  It's pretty straight forward. Drop down tabs etc. or install the auto detect feature to get at the latest drivers.

Thanks man. First we downloaded the GeForce experience which for some reason made his games (read: Fortnite) very laggy. So we uninstalled that and then, as you suggested, redownloaded the driver. All good....No lag and we now have the control panel.

Re-install the app from the Microsoft Store.  It is free.
