Doubt it. They're manufactured specifically for Dell. You might want to try eBay as I've seen new R7 motherboards being sold there, but it'll probably be sometime before you start seeing R8 boards appear.
Why do you want an R8 board anyway? And out of curiosity, has Dell fixed the memory and PCI-E limitations that exist in the R7 iteration?

That's good if they did that. At least it'd be closer to an actual z370 reference design.
And if Dell never releases a BIOS update for the R7 to allow i9 CPU installation, then I suppose replacing the motherboard with an R8 version would be workaround.
Edit: just went and checked Dell's specifications and quick start guide on the R8. Both PCIe X16 slots are still neutered down to x8 electrically.
