I resolved this by troubleshooting it with Corsair support, they sent me a replacement ram (same model but version 5 instead 3, also JDEC showing Samsung chips instead of Micron). This stick run stable at XMP1 profile.
Also, with that specific RAM, the second XMP profile requires increasing the voltage and, per Corsair, that RAM is not officially supported or guaranteed by Corsair to work when the second XMP profile selected. It seems like you may fall under that category.
Per CORSAIR:
"The first profile, then, is officially supported, while the second is not and instead offers a baseline of what the memory should be able to achieve."

I went to their memory selector and this RAM listed, but their memory selector are showing broad results...not that great.
Which corsair memory would work on R9?
