Yup, >300mm tight fit, >309mm impossible, if you have no external solution possible, then you have to dremel mod your case, remove all internals as circuits do not like it, or move to a new case.
Your best bet is to move to a new case, simplest option is --> good medium case + new MB + new processor cooler + new PSU.
Transfer to H500 + H100 + Z390 Ultra + GB 850W gold (v2)
a friend of mine is able to built pc so i follow your suggestion and bought a nwe motherboard , cpu liquid cooler, and case. he was able to recycle the cpu, ram , m2, hdd and psu too with some cable converters.
the result is beautiful, from mobile i’m not able to post photos but it is really beautiful.
what is really shocking to me is how much more silent it is. The new built is much more silent and temperatures are lower than in the r9.
I am NOT the expert, but I think you could perhaps move the bottom intake fan to the top slot where the HDD goes, and maybe add a 15mm deep 120x120m lower fan slaved to the original fan now in the top socket with a Y-splitter.
But... I haven’t actually done this and I don’t know the precise measurements of your card. It is a tight fit in there!

thanks @Anonymous but i didn’t found and external gpu case that may work with my r9. thunderbolt 3 required and i didn’t found anywhere if my r9 has it or if there will be some kind of limitation on the card too (maybe it will go slower) i really can’t find a solution..

Try a case swap which is painful or a new case and motherboard and swap over everything out of the current system.

yes it is and it should be perfect for me for at least other 4 years if i could add the 3090 rog strix.
the fact is that i can’t give back the strix 3090 and i already payed for that. And it costed me a LOT.
so i was really a super stupid not checking the lenght.
BUT thanks to all of you i made up my mind: swap case IS THE WAY

Clock speeds are reduced and temperatures quite satisfactory 28/24°:
It showed momentarily 615Mhz for the GPU and went back to 210Mhz

Ok cool, so your cooling system is fine
Just when you game, your GPU is chucking out heat. If you are exhausting the CPU cooler it will be using warmer air to cool the CPU.

i removed the intake front fan and there are 31cm of space in total but the card is 31,8 cm

I don't know what CPU is in a R9, or what memory is in it. What I do know is that an RTX 3090 needs a high end CPU to reach it's full potential.
Putting it in an older system is not worth it. So unless the R9 has a current top of the line CPU in it, I would not bother putting it in that case.
