Those beeps means the new video card has failed or the slot on the board is bad. The card you installed requires at least 400w psu. You should have replaced the failed card with a similar one that doesn't require upgraded psu.
I should have said in my first message that the same condition occurs with the graphics card in, with another graphics card (low power GTX card) or with no graphics card just using the onboard graphics.
