Let's assume FTP server is irrelevant, I still can't connect to any other port. Only software that enables the port it "Port Forwarding Wizard", but its a trial version.  

Internet Information Services was switched off in Windows Features. After enabling the feature it began installing. In conclusion, the port is still hidden.

It's possible it has modified your system and is now controlling the ports. You might want to uninstall it and see if your system is returned to normal. Also, notice that it is not documented to be Win-10 compatible.

I did not ask you to install IIS. I simply asked if you had already installed it.

Area 51 R2 :

That is where I download "Port Forwarding Wizard", and the app lets me access every port. Without this application the ports remain closed.  (Link: http://www.upredsun.com/portchain/portchain.html)

All other computers on my network can access ports without having Port Forwarding Wizard installed. I just configure firewall plus router settings. Only the Area 51 R2 can't access any ports. 

I think my ports are controlled by an application other than IIS. Maybe windows needs to reinstall the service that provides the ports?

1. So, PFW is probably part of the problem. Uninstall it and hope it returns Windows to working state. Hopefully, after you uninstalled Norton, you ran the clean-up tool like I asked you to.

2a. You can uninstall IIS and FTP Server. I never asked you to install it.

2b. It's probably either PFW or Norton messing things up. It should be Windows Firewall in control and with it disabled and plugged into modem ... it should be wide open ... like a DMZ-ed machine.

Yes, a completely clean and new Windows-10 install would likely fix it. If not, it's probably some external cause in the network.

steps 1- 2a haven't resolved this issues. Can there be a way to find the internal cause due to the network? Trying to avoid Alienrespawn to restore windows. 

External problem to the network can not be because other devices work fine. PFW seems like the only way to get the ports to work.
