Alienware Aurora R4 System Fan Issue

Hello! I recently had to get a motherboard replacement due to to an issue where I could not connect to the internet.  I got the same exact motherboard and my computer has been wiped back to factory settings before I replaced the motherboard ( In attempt to fix the internet issues).

Well now I can connect to the internet and everything is ok.  However, now the system fan spools up randomly up to 4200 RPM every 10 minutes or so.  Lasting from 10 seconds - to a few minutes, and then go back down to 1400-1500 RPM.  The Ambient Sensors 1, 2 , and 3 fluctuate from 22-23 degrees Celsius.  So there isnt an overheating issue.  My question is why is the System Fan have the need to spool up when the temperature is still normal.  How can this be fixed?  This was not an issue before the motherboard replacement and I have owned this PC for a little over a year.
