IFAIK, OverClocking of Dell OEM Video Cards cards is not officially supported by Dell. Mainly because they are just Reference Design cards (not equivalent to something like a MSI Gaming-X Series for example).
I suppose you could try a small boost if you dare, but unless it's 100% stable and stays cool enough, I question the practice for such small gains. That's a really nice card running at stock-clocks.
I checked and the card does not have any Founders' Edition hint on it, in top plastic cover it says Nvidia GTX 1080ti and in one of the stickers the model reads as PG611
I tried Gears of War 4 , 4K Ultra settings, the observations are:
-With the Alienware commander app opened in the background-
Running the GOW's 4 . Benchmark option (v-sync on, 60 fps limit) , it started as 60 fps , but at 15 secs the fps went down and at about 30 secs the test stopped, the screen froze and Gears quitted, the temperature was at 80 centigrades and the GPU fan was only 50% . accordingly to the Commander app
After waiting for the GPU to cool down, ran the test again, this time it finished, with frames as low as 41 FPS
While in-game, in an indoor moderate action area, it showed the same behaviour, it started at 60 but then dropped to 40-ish after heating up, didn't crash. I really don't want to believe this is the card's limit, something else may be wrong.
Also the fan doesn't sound like it is really running hard, I wonder why the software sacrifices performance vs fan power.
By the way, all the testing above was without any over clocking , just out of the box settings, I already made sure the drivers are the latest in the GeForce Experience app and rebooted several times.
Additional info: my system suppose to have a 850WT liquid cooling system, is there a way to verify if that is what installed?

you could setup your own Fan Curve for the Graphics Card Fan. download and install MSI Afterburner, then run the App. go to the Fan Settings and create your own Curve. just make 1:1 Ratio Curve. 50 °C = 50% Fan Speed, 70 °C = 70%....

1. Like you said, it's limiting. If you are trying to set benchmark records or see max fps, then V-Sync should be off, and other stuff turned down.
For acceptable fps but with a more awesome image, v-sync ON (if you have no true G-Sync to use).
2. Sounds normal to me.
3. One of my GTX-1070's runs around 81c when pushed. 83c when maxed. Even saw some 86c in stress tests. At no time did I feel it was throttling.
Not sure what you expect for running at 4K and Ultra-Max settings. It easily takes at least double the processing power (of a more normal 1080p or 1440p res.) to hold same fps.
My main concern was that other 3DMark bechmarks were 20% or more higher that the one I am getting from the Aurora R6, I'll get a screenshot later on and a link to some 3DMark results to check out the difference. (with and without fan profile changes)
Personally , I also hoping for steady 60 FPS on 4K Ultra for Gears of War, probably the technology is not there yet, considering the 1080Ti is the second best of current commercial cards

so it's definitely the Dell Card and not the Nvidia Founders Edition (Reference) Card, right?
what are your highest Temps right now? if you have more then 80 °C then you can forget it.
looks like you've lost the Silicon Lottery with the Card TBH.

You can look inside and see Liquid-Cooler on main processor.
The 850w Power Supplies have "modular" wiring. You can see this thread for more info and identify pics.

I just watched Venomdiddles video, my card does have a black plastic cover on top with NVIDIA GTX 1080 Ti engraved and a couple stickers
