I see that the red lines are all over the screen in BIOS also it should not be a software issue.
As you have tested the system with a different monitors and you are experiencing the same red lines on a different monitors. The issue may be with the video card on your system or the monitor cable is loosely connected to the tower.
As the computer boots into the windows the signal goes off to the monitor. Please boot into the safe mode and change the screen resolution to a lower resolution and check if you are able to boot into windows desktop screen in the normal mode.
I’d suggest that you run the diagnostics on the computer by following the steps mentioned below and check if there is any issue with the hardware on your system.
Turn on or restart the computer.
Immediately at the Dell logo screen, starting tapping the key once a second until the One Time Boot menu appears (if the computer boots to Windows turn the computer off and try again).
At the One Time Boot menu, press the arrow key to highlight ‘launch Dell Diagnostics’.
Also please run a custom test on the video card in ‘thorough’ test mode.

By every port, do you mean all the ports on the Discrete video card? Did you test the onboard HDMI port?

I tired both HDMI and DVI ports. Still resulting in the same issues.
Red lines and dots in the alienware loading screen and windows loading screen.
Then sudden signal lost to my monitor when it boots into windows.
Yesterday the computer restarted itself 3 times before boots up properly.

When I hit F12 I do not get a "run Dell diagnostics" option. I get the following screen.
Boot Mode is set to: UEFI with legacy OPRAM; secure boot: off
UEFI BOOT:
UEFI: ST10000DH003-9YN162
UEFI: ST10000DH003-9YN162
OTHER OPTIONS:
BIOS Setup
Enter ePSA
Peripheral Device Setting (OPROM Setting)
Change Boot Mode Setting

Please choose ‘Enter ePSA’ option to run the diagnostics on your computer. Please try running the custom test on video card.
