Charger and Keyboard Problem

Hey all,

When i connect the charger to the laptop, then a current can be felt on touching the laptop. 

Can it damage the laptop in any way?

Also, while playing FIFA the diagonal pass does not work i.e. when three keys on the keyboard are pressed simultaneously.
