My guess is that it has to be bundled into a virtual device so it will be available to the OS before you login (at the login prompt). Programs usually don't load until after login.

IIRC, other Bio-Metric apps/drivers work similarly.

faCap is a virtual camera supplied by the AlienSense facial recognition that's part of Command Center. The purpose of it is to provide a second video interface so that you may continue to use other video programs when you've selected an AlienSense mode that's making use of the integrated camera for facial recognition. FaCap is turned on and off by AlienSense (and ONLY by AlienSense) automatically according to when it's needed. 

Check Sensible Vision's online FAQs for additional details. Some, though not all, of the questions will even be available in Spanish (though your English is quite good). 

I see a new camera in the Windows Device manager called FaCap. This computer only has one camera….what’s the second one?
