In order to disable the turbo boot you just have to go into the BIOS and in the advanced tab select Frequency/voltage control then go to the option that says CPU Power Management Configuration, disable the Intel turbo boost then save and exit.

Let me know how it goes.

Wil do. If things prove to be unstable and applications start crashing or freezing, I will just return things to the way they were, since it's proven to work fine.

This worked perfectly! 3D Mark showed base and turbo clocks to match at the stock 3.6GHz. Temps were also very low in the 40s as I hoped they would be. Will see how actual gaming is affected by removing the turbo boost.
