I could be mistaken but from what I rmeember of ordering from an outlet (about 5 years ago now) they essentially just aid you in an Interent based order. The main benifit of this is that you don't need to worry about whether or not they get your payment (I ordered mine online this time and had to wait an agonising 5 days to find out that I'd sent my money to right account *phew*.
So I suspect that yes, your machine is still in production.
My main gripe about this process was that I got an estimated delivery date via the online tracking service (which is the date I actually got the machine) but I got a call from delivery folks saying they would deliver it up to a week earlier than the supplied date. They later rang to say there were delays..... I would have preferred consistency in information rather than someone getting my hopes up with incorrect information.
I used my Dell Preferred Account I would think that should of gone thru by now. If there is payment problem, don't know why they don't notify me about it.
Others who have ordered from the Outlet Store have posted on these forums. I never have ... to me, new machines seem to be about the same price and I get exactly the config I want.
I don't know for sure ... but it sounds like the listing stays up too long and multiple people order the same machine. Instead of canceling the orders (all but one) they find another machine (and refurb it and/or make slight changes) or just build you a new one.
If they say there is a shortage of parts ... there probably is. It's not like the Customer Service reps are going to know anything other than that. It's usually just one small part.
You are in complete control. Cancel if you want to ... it's your choice.

.Dont worry it will arrive soon.. mine just took 5 days for delivery.. but then again it differs depending on the delivery locations.
