Unplug the system from the adapter - is the LED on the adapter on?  If it is not, the adapter is bad.

If it is, does it remain on or go out when you connect the system end?

The adapter  is good, just use battery still can't turn on,when plug the adapter ,the led on adapter was gone and then smell burn ! Is that the motherboard broken? It is go out when I connect the laptop.

Disconnect the AC adapter from both the laptop and the wall socket. Wait 30 seconds. Plug the AC adapter only into the wall socket. Does the end of the AC adapter light up?
* If no, then the AC adapter is faulty
* If yes, remove the battery from the laptop. Be sure that the AC adapter is NOT plugged into the laptop. Press the laptop power button for 30 seconds. Reconnect only the AC adapter to the laptop. NO battery. Attempt to power the laptop on

Sounds like the port on the chassis is faulty. Is the warranty you purchased still current?

and then I  did that what you said still can not turn on,when I plug the adapter, the light was gone and smell burn!

i think so,I bought it online by dell at 4/25/2012,it just 1year warranty,so now is out of warranty!

So your only option is to replace the motherboard. The motherboards are specific to the CPU you purchased. Do a general web search fro the appropriate Dell five digit part number.
