M17x Issues (constant beeping no display)

Question

Attempting to fix but having no luck. Here is what I have tried so far. 1) when I first received the laptop it would beep repeatedly (but not associated with any error codes) just a constant beep off and off every 2 seconds. No display. I took the laptop apart to check internal RAM. I also did a power reset by taking out CMOS and leaving the internal battery unplugged ... then held down power button for 30+ seconds. No luck. I did take the RAM out to check to see if the motherboard would detect it missing. It did and gave the correct error beep code.  The beeping did stop when I added more RAM on the outside slots and left the internal battery unplugged. It would then startup with no display and then restart after 3-5 seconds ... this continues until I power it down. 2) Some discussions mentioned this might be a bios issue. I have attempted to update the bios to a previous version from the Dell website. I formatted the USB and placed files that were suggested onto it. The next step was to leave the internal battery unplugged, hold down the END key and then plug the power supply into the computer.  This showed progress. The computer started, the USB lit up and the computer stayed on with no beeps. However, I don't believe the USB is set up right because it stay on but did not show any activity (flashing of the light.) Questions: What do you think could be the issue? If it is the bios, how do I set up the USB drive the correct way with appropriate files? I have no problem taking things apart and attempting different fixes. I do not believe this is a motherboard issue due to how it reacts with missing RAM and how it responds with attempting the BIOS update. All fans kick on and everything lights up. However, I have had no luck ever getting a display to appear at all.

Hi,

In order for it to boot from the USB, it has to complete the post and enter the Boot menu (F12), then you should be able to select your USB drive from the devices list. Try pressing the F12 or the F2 keys as soon as you turn on the system to confirm if you are able to access the Bios or Boot menu.
