Thermal Control/ Microsoft.net framework error

Hello:

I copy and pasted the thermal control error I sometimes get after I boot up.  The fans don't turn on but he computer works.  It always happens at the same time I have a microsoft.net framework error too.

I ran a repair on the microsoft.net framework 4.6.1 and when i rebooted the fans turn on this time.

 

Is there anything wrong with it?  Probably more a software or hardware problem?

 

Any solutions? Or did i fix it?
