Windows Personal Settings Not Responding! Help

I went out of town this weekend when I got home and turned on my Alienware Alpha Console it first said getting windows ready for updates when it was finished I then I logged on to hivemind,  I exited hivemind and went to my desktop a small box appears in the upper left corner.  It says Personalized Settings (Not Responding)  I am Running Windows 8.1.  I have shut it down and restarted three times I don't know how to fix this or what is wrong with it .  Does anyone know how to fix this?
