Ok guys, I tried some other things and end up using Razer Game Booster and made sure that the power settings for battery playare also set to max. and well, now I'm even playing on battery without FPS drops haha :)
Jep, I'm playing on AC connected and High-power settings, I even use a cooling pad...but sill. Even being able to play without drops is my priority, it would be also nice to be able to play on battery.
cleaned out fans lately? I clean mine on my M18X every 2-3 weeks ....
portable gaming means easier to carry around with you .. trust me my desktop is like 90lbs :O ... if on battery it will throttle back regardless due to power requirements
yea it does throttle on battery..... and if it heats up it will throttle.. pending how old it is the fans may be dirty.... if you go to dells websie and enter service tag you can get a teardown info for doing such, the M18X is easy the 14 I think is a little more work

Playing on AC Adapter and High-Performance Power setting I assume?
Check CPU and GPU temps under max gaming. Sounds like one might be throttling-back to prevent damage.

I didn't clean out my fans, but I don't really know how to do either on my M14x.
But still, even connected to the AC I'm getting random drops.
EDIT: I tried to do a few things and reset to high-performance settings and connect to AC again
and now it's working. But on battery FPS drops still exist, I mean you couldn't play for long anyway
but does it really throttle down CPU and GPU while on battery?
