15 R2, TB3/USB Type C port does not work (properly)

So I have been encountering problems with the TB3/USB Type C port. I don't know what triggered it because it has been a very long time since I've used it.

Here is the whole scenario:

1. When I connect my Oneplus 8T with the OEM Type C to Type C Cable, the phone only charges, doesn't do anything else. Neither do I get a prompt that there is any sort of connection. Other than, a brief split-second USB Device in the taskbar, that goes away in a microsecond (I hope that makes sense)

2. When I use an OTG Cable (Type C to USB A Female adaptor) and connect any other peripheral. It works flawlessly, but the transfer speeds are somewhat capped to about 30MBps Read and Write.

3. I tried uninstalling the Thunderbolt 3 Intel Driver. But when I reinstall the driver an error pops up which says "0x800070643" (I can't seem to decipher the Log File)

There is no missing driver in the Device Manager, nor any updates (for Windows or the Laptop or BIOS) for that matter.

Would love if someone troubleshoots this for me because I believe, that the USB 3.0/3.1 interface is messed up. Lets hope it isn't a hardware malfunction.

Come on guys? Is Dell's support really this bad? Some one at least guide me in some direction
