15 R4, reset, now all components and updates won’t download

I have tried resetting my Alienware laptop 15 r4 and wiping the C drive completely as there were many broken files I had. I have previously only done a recovery before and everything worked great and in fact even my Alienware command center was working like new again. I had to replace the fans and heat sink as one fan was dying. After this the Alienware command center promptly broke yet again along with some other files. (Not sure if the repair is related to files being corrupt or things not updating). So I figured I’d to an entire wipe of everything and my settings for a fresh start with it. Although it seems certain things won’t download even relating to windows, as well as some dell and Alienware components will not download. There seemed to be a firewall issue at first that is now fixed but the problem persists. I’m not sure what I’m missing here. Any help would be great. The laptop seems to be fully functional but not having certain components available can sometimes cause issues such as with games. For example since Alienware command center won’t probably download and doesn’t have all the components available I do not have the options for performance mode or turbo mode. 
(My warranty is out FYI I just went to micro center for them to install the heatsink).

I’m not doing this type of restore. I’m doing the windows restore option. Not sure why parts aren’t downloading, is it the wifi blocking me or having issues? Should I connect to Ethernet? It also won’t let me open certain websites when I use the browser as well as the nvidia GeForce experience app seems to not let me download updated version so im assuming something is either going wrong with restore or something is blocking the full download and install of software files and applications.

If you want to do a completely clean Windows installation then the best way is with an 8gb USB flash drive and the Microsoft Media Creation Tool.

Use the MMCT to download the Windows image onto the USB. Power on the laptop with the USB plugged in and press F12 during POST to enter the Boot Menu. Select the USB and let the installer start and follow the prompts. 

You will get to a screen where you select the drive to install Windows on. Here you can format your main C: drive and/or delete any partitions on this drive. Select the drive and install Windows. Once it installs then you can go and Check for Updates and it will auto-install almost everything you need, except for the Command Center Application which you can get from the Support page on this website using your Service Tag. Just check your graphics driver version just in case it didn't install the latest one available from Nvidia. 

If doing all this doesn't fix your issues then you must have a hardware problem.

The problem is that the system is not auto installing updates and components. Even windows ones. I can’t even reach this page on my laptop as it says it can’t be reached.
