Identify AC Adapter Damage  Troubleshoot AC Adapter Issues 

Thank you for saying what has been attempted to fix this problem. When plugging-in the ac adapter into laptop, you did not say where the crackle/pop noise is coming from. If the noise is coming from inside the ac adapter's enclosure, it is damaged and replacement is the fix. 

Please have a look at the ac adapter's cord that plugs into the laptop. Using a bright light, check to see if the plug's central pin wire is there and has not been bent or pushed back. If this is not connecting with the laptop there will be no data handshake between ac adapter and laptop, and the battery will not be charged. The fix is to get a replacement ac adapter. 

If possible, use a different Dell ac adapter to check that its diagnostic LED remains on when plugged into the laptop. You may have to ask a colleague if you can borrow their Dell ac adapter. 

If using a different Dell ac adapter is not the fix, the problem might be that the laptop's dc-in port's data handshake circuit is not working, or that the battery is not a valid OEM replacement.

I faced a similar issue. I will describe the issue and solution. Thereafter, it's up to you to follow or not.

This issue has happened with me twice using Dell Inspiron. Once with Inspiron 1520 in year 2010. And then with Inspiron 7000 series last month.

 

Out of nowhere after shutting down my laptop it refused to turn on. No error, nothing. In both cases I noticed once I connect charger the light on charger turns off. And no matter what I do with power button nothing happens.

In year 2010, I kept moving one mechanic to another no one could diagnose or tell what happened. Everyone just speculated. Some said charging circuitry gone, some said motherboard is dead. I lost hope I was way poor in year 2010. I came back to my hostel and just as last hope, I plugged in HP charger of compatible pin and miracle happened. My laptop turned on and worked perfectly for another 6 years.

Last month my office laptop dies down in similar fashion. I called my brother right away to enquire if he has HP charger. He had, I connected his charger to my Inspiron 7000 and again magic it just turned on.

I have no idea in both cases what went wrong in first place and what fixed. What fixed my machine was and is silly solution. But still, I am just putting my solution here so that someone might benefit from it. 

Not exactly sure it will work with your machine or not. But if you have given all your hope and machine is out of warranty then trying won't hurt at least.

Hi @KrShail_Kr  that was a good narrative of problem and solution. Dell ac adapter has fault, compatible HP ac adapter is used. Thank you. 

Note HP charger dc cord's plug has central pin, for microprocessor within ac adapter enclosure to perform data handshake with laptop. Other OEM chargers have central pin in their dc plug, this not unique to Dell. Getting same dc electrical output and plug dimensions is essential.

Unfortunately when the adapter light goes off when plugging it into the laptop it usually means that there is a short somewhere on the motherboard. The adapter is shut down to protect the system from further damage and to stop the possibility of a fire. In my experience it is usually the GPU that is causing it but unfortunately the GPU is soldered to the board on your machine. 

It is possible that it's only the adapter that is causing the issue so this would be the first thing to try to replace. You could also try removing other system parts (RAM, SSD, Wifi card, etc) in the hope that one of these is causing the short.

@crimsom As someone who has personally had this situation many times on the laptops I have worked on, it is far from pointless. Threads in the Dell Community Forum can be helpful to many people for years after the post was made so any additional information (from other users personal experience) can be useful.

Also, the thread started 2 weeks ago which is not considered old by any means but I appreciate your opinion.
