Alienware 17" R4 only 70c max yet is hitting "thermal throttle" according to XTU and CPUID
I was trying to figure this one out. Has any one else experienced this issue? Tried undervolting which worked for a while but again once the temps hit 70c the cpu throttle and stuttering game play starts :-( So frustrating and I just received this back from repair yesterday.

What BIOS version do you currently have in your system?

Another note: Do not use Throttlestop and Intel XTU together, as both applications make changes to similar registers. Be sure to uninstall one followed by a system restart, before installing the other application.

I had a similar issue. My system was both power limit throttling and thermal throttling to almost 1/3rd of my CPU clock speed even at low temperatures.
Replacing the motherboard and heatsink fixed the issue.
-> Try disabling bd Prochot in throttlestop. It should prevent thermal throttling on the first level. Let me know if this is working. Even if this works, this isn't a solution, as the laptop is clearly triggering BD prochot even at low temperatures.
NOTE: Prochot is another protocol which turns on throttling when temperatures reach about 97 degrees. This cannot be disabled. And even if you find a way to do it, DONT do it.

i have the same problem. it throtlles to 0.80 when my temps are at 71C
