Download a small free program called GPU-Z, and click on the "sensors" tab.

It should show a whole bunch of things, but the items you want to look at are the GPU clock, GPU temperature, and GPU load. If you scroll down a bit you should also find power consumption (% TDP)

When you play a game, the GPU clock should stay high, the temperature should climb up, and the GPU load should be high. Power consumption should increase also.

 

These are the specs for the DELL variant of the 1080Ti: 1080 Ti specs DELL 

You should see up to 250 Watts power consumption when testing it with Unigine heaven, 100% TDP, 100% load and around 1600 Mhz GPU clock.
