I found a very awkward workaround. If you wanted to record the sequence F 1 2 3, you can record the sequence F 1 2 3 and save the Macro. That works fine. Then you can Edit the recorded Macro and delete the (Hold) and (Release) from the recorded key sequence. And you're left with the F 1 2 3 key sequence that you wanted to record. Note that when you delete the (hold), the (release) is automatically deleted.
