Can you feel airflow coming through the GPU heatsink when the gpu fan was installed? Try setting the fan speed to full speed and check if both shoot air out. If the gpu one doesent, it's a gpu fan failure.
I read the post again and you said the CPU fan stays at max to cool the device because the GPU fan stopped spinning.
But you then said that you tried to put the cpu fan in the GPU fan area which was pretty bad because both fans spin at different RPMs and get specific voltages that are delivered to it.
the idea here here is the gpu fan connector doesn't provide signal i think!
i confirmed before that the fan isn't faulty!
i can't figure what happened!
& i tried downgrading bios also!
No, update it to the latest version because dell said that they “Fixed it” so I’d try that. My Alienware 17 R4 GPU fan still works but in the ePSA it said it doesn’t respond even though it’s blowing air.
I reflashed 4 times The last 4 bioses, still The error triggers fail safe mode which spins the other fan (cpu) at max speed and it never goes down to at all even if the temps are Low! Awcc doesn't change thing! I'm fed up actually been Troubleshooting for 12 hours.
If you are sure that there is no problem with the GPU fan, and other methods have been tried to no effect, you can go to the repair shop to find the cause faster.
But he did say the fan works fine, it’s a false positive and it’s a waste of $40 bucks to get a new one let alone what’s going on right now and the labor costs for fixing the laptop.

Hey,
I don’t make prices but I spent $80 on my old Alienware 17 R1 fans and that was the gpu fan.
I looked online and found out that a BIOS update may fix the false positive error you keep getting when you restart the computer.
make sure to not turn it off when it’s updating.

Have you used a manual program to set a fan curve profile?
Why can’t you set the fans at quiet mode inside the command center?
